It would be a good idea to get a license to breed, and it has been considered. What keeps it from happening are people like the idiot comment 5^. It would possibly be abused to the benefit of certain groups, by both class and race. Theoretically would be put in place to make sure people take parenting classes 1st as well as ongoing education for both parent and child. Many people with the money and ability to care for their children do a worse job at it than poorer families. It is not raising a child when you sit them in front of a tv or video game for hours on end. It is not raising a child when his/her diet consists of chemical nuggets and hotdogs. It is not raising a child when he/she is not taught to sit quietly and read, to entertain themselves, or to be respectful. Children need to be taught these things and it makes no difference what race, religion, or social class they belong to. What needs to happen is for people to more carefully consider what they are going to offer a child before they think of having one.
