NO, domestic cats do NOT have the capability to survive severe cold. We have bred that out of them. You need to call the ASPCA immediately.

The domestic cat is one of the toughest, most versatile animals on the planet next to humans. My cat regularly chooses to stay out all night in 30 degree weather. I know this because he relentlessly scratches my door until I let him out. If he wants to come back inside, he does the same. He's been fixed since he was a kitten, so he isn't prowling for females. Don't underestimate the domestic cat. Besides, she may have a bedding area set up for him. You may upset him more by taking him from his known territory. If you do decide to steal the neighbor's pet, at least send it to a no kill shelter.

The cat is fine, food and water are the only issues. Please do not ever take an animal to a shelter unless it is an absolute emergency. They will put it to sleep. Cats are very overpopulated, which means there are already hundreds being put to sleep everyday.

Don't do it. At least the cat has a chance on his/her own whether it's being fed or not. There's a chance it could get hit by a car or starve, but it is much more likely if it's taken to a shelter it will die. Even no kill shelters are actually only low kill shelters. When the cages are full they pick the least impressive looking ones to kill.

^^Actually, a no kill shelter that isn't lying about it will simply refuse more animals when full. *For the OP, do not assume. You must be thinking of taking the cat anonymously and never say anything. BAD IDEA. Just talk to your neighbor in a non-accusatory manner. Ask a question like, "Sometimes I would like to leave my cats outside, but I worry about them getting cold and other animals taking their food and water. Have you had these problems?"

Average life span of a feral cat is 2 years. Make sure the kitty has food water and shelter.

Well as for the people living out in the cold they can speak for themselves and find a shelter. The cat is an inside cat that comes scratching at my door every day because it's owner left it out in 20 degree weather.
