Look, for a stepfather to do this, it is clearly wrong. But here are some other things to think about. Females start becoming sexually (not mentally) mature at around 12 or 13. Some also often start testing their sexuality by flirtation and provocative dressing very young (14-15). Nature is nature. I have had the 14 year old daughter (and her 15 yr old friend) of my ex (late 40's) girlfriend become very suggestive with me when no one was around. Of course I never took it further but to intentionally temp a much older man with their new found charms suggests that some blame could possibly be assigned to the provocateur. This has happened on other occasions as well with young girls. They don't know what they are messing with when they cast out their "bait". First. Assuming the OP is telling the truth, the step-dad is clearly wrong. It is inappropriate to make sexual advances towards a minor, especially when you are in a position of authority (e.g. step-parent). However, to call this man a pedophile is incorrect, since pedophiles are sexually aroused by pre-pubescents, and a 16-year old is sexually, if not mentally (in our culture), mature. Second.
