Wait. Is the naked picture sexual in nature? There are legitimate naked pictures of minors that are artistic in nature and legal. I am not a person who cares for that stuff, but if it is not pornographic, then it may be legal. However, if it is sexual in nature, then you need to call the FBI.

If the photo was sexual in nature, consider consulting an authority figure, anonymously, to explore your options. Take care of yourself and your family first, if they will be affected by turning this material over to the authorities. Then proceed to take care of the victim, so she doesn't have the same nightmares in the future, that you do now, or at least help her lessen the damage already done.
