I imagine they meant New Orleans. It was common for plantation owners from NOLA to have children with their slaves. They then made sure to provide for those children, giving them property and slaves.

This idiot is a city councilman named Arthur Dowdell in Auburn, Alabama. He took it upon himself to remove flags from the graves of confederate soldiers. He should be shot one time for every grave he desecrated.
